The majority of the business of the final plenary session consisted of
discussion of and voting on the Actions of Immediate Witness. Links to the final version of each Action, as passed by GA vote, are provided.
AIW-1 Addressing the Health Insurance Crisis (passed with minor amendments)
The force of this action is to call upon our member congregations and the UUA staff to study the present health insurance situation in the U.S. and urge their elected representatives to seek remedies. This Action was passed with one amendment.
AIW-2 Close the U.S. Army School of the Americas (passed)
The force of this action is to call upon our member congregations, individual Unitarian Universalists, and the UUA to urge their Congressional representatives to co-sponsor and support H.R. 611 or S.980, advocate for its immediate passage, and advocate for the closure of the School of the Americas and the cessation of its programs. It also requests a congregational investigation into the preparation of SOA torture manuals.
AIW-3 End Economic Sanctions against Iraq (failed)
The force of this action would have been to urge the UUA to call for the immediate end of US and Canadian support for sanctions against Iraq.
AIW-4 Fair Treatment for Native Americans (passed)
The force of this action is to ask Unitarian Universalists in the US to urge the US government to begin a program of renewal and reconciliation with the indigenous peoples of the US. Among the program actions specifically called for are the establishment of a Presidential Commission on Indigenous Race Relations, initiation of a process for apology and reparation, and the creation of an indigenous desk at the White House. Member congregations and individual Unitarian Universalists are also called to share this AIW with other religious groups in their communities.
AIW-5 Payment of the United States Debt to the United Nations (passed overwhelmingly)
The force of this action is to call upon the UUA and its member congregations to urge the US to immediately pay its UN obligations without reservations or conditions.
AIW-6 Political Campaign Finance Reform (passed overwhelmingly)
The force of this action is to urge individual Unitarian Universalists in the US to inform their congresspersons of their strong support of an unamended Shays-Meehan Bill (H.R. 3526), the Bipartisan Campaign Reform Act of 1998 that restricts raising and use of "soft money," and to support state and local legislation with similar objectives. Member congregations in the US are also directed to encourage, support, and facilitate these actions by individual members.
Empty Bowls Results
Each General Assembly includes a effort to raise money for a local organization for the needy. At the final plenary it was announced that the Empty Bowls project at the 1998 General Assembly raised a total of $19,709, which will be donated to food projects in the Rochester, NY area.
