2029 Mini-Assembly By-Law Amendments Planning Committee |

Speaker: Marc LoustauThere were two meetings on these amendments, one about the by-law to create a Youth At-Large position on the Unitarian Universalist Association Board of Trustees, the other about the rest of the proposed amendments. (Refer to the UUA By-laws in the GA Agenda for the by-law paragraph numbers.)
Youth At-Large Board Position
In the first session JoAnne Smith facilitated, Tom Fitzgerald was the recorder, and Tamara Payne-Alex was the Trustee. The group first read over the proposed changes.
In Massachusetts, youth (14-17) can legally vote on budgets. Youth who can't be a member because of church rules can't be on the Board of Trustees, even in the Youth position.
There was significant discussion about the Nominating Committee's role: would they rubber-stamp the Youth Caucus' observer or would they not be involved? Amir Fouad and Jacob Larsen (the current youth observers) said that the Youth would do the nominating, but that the Nominating Committee would be free to nominate another youth for the position.
One adult proposed making it a three-year position with the first year as an observer and the second two as a full member. Fouad and Larsen explained to him that this would remove the safety valve from the position if things don't work out.
Walt Courtley said that the Youth on the Board would not necessarily work with the Youth Office as he thinks he is the oldest Trustee and he works with the Youth.
Ned Leibensperger, General Counsel to the UUA, noted that we may need to talk about nomination by petition with the youth position as a specific position in the same way the Canadian Trustee-At-Large position is talked about. An amendment to do this was proposed and was widely supported.
Other Amendments
In the latter mini-assembly, Dave Rickard moderated, Scott Will recorded, Gordon Martin was the process observer, and Kathryn McIntyre was the Trustee. After the meeting process was described, the group took up the deletion of 12.6, with no comments. For the date change in 4.12(a), some clarifying language was language was proposed, with no other comments. There were no comments on the proposal to delete 4.12(g).
The proposed amendment to delete of all references to "life members" in the C-Bylaws caused concern over a possible remaining life member. It was promised that this will be checked by Sunday. There was also perfecting language proposed.
There were no comments about either the grammar change in 10.7 or the deletion of C-14.1 (d).
